CASE STUDY: PARTNERSHIP SUPPORTS REGENERATION OF THE CITY

Hull Esteem Consortium LEP Ltd have delivered infrastructure solutions for the city on behalf of Hull City Council for the past 12 years.

In its time, Esteem’s pre-procured framework has delivered in excess of £500m of new and improved education facilities across Hull, along with culture and leisure regeneration projects including Hull New Theatre, Ferens Art Gallery, Beverley Road Baths, and the current revitalisation of Albert Avenue Pools.

Esteem’s impact also covers the delivery of 27 schools in Building Schools for the Future, the largest education regeneration programme the city has seen.

Shared Agenda has recently received commissions with Esteem to assist in the development and delivery of projects, including strategic commission in both educational and leisure sectors.

The strategy was to project manage several key projects from the early stages through to design development, contract execution, as well as on-site delivery and defects.

Using Shared Agenda’s project management expertise, the team have been processing contractual obligations, writing fund bids, managing costs and timescales during project development, developing contract documents, and managing the day-to-day operations and oversite of site visits and meetings, including client and contractor management and communication.

Commissions have strengthened the existing team to enable a greater number of projects to be developed and delivered, including extensions to three schools, a brand-new purpose-built school, six refurbishments, and two leisure playing pitch strategies.

Together, they have been able to manage complex relationships and multiple stakeholders, as well as meeting Local Authority requirements to be able to deliver on projects that will greatly benefit local communities, alongside supporting the wider regeneration of the city.

Social Value is high on the agenda now more than ever, and both teams have utilised this partnership to be able to work closely with contractors to deliver on key activity such as:

• Local labour spends and resource targets
• Meaningful student engagement through career fairs, trade and educational workshops, career advice and student tours
• Project management services offered as good will for the Hull Vigil project
• Charity partnerships with the likes of Goodwin Development Trust to raise awareness of autism amongst pupils and workforce during the Broadacre Primary School new-build project and even after completion
